At Cartwheel Arts, we are committed to reducing the digital divide in Rochdale by creating opportunities for everyone to access and benefit from digital tools. Through creative activities and skill-building, we aim to empower participants, staff, and volunteers to gain confidence in using technology in ways that are practical, enjoyable, and accessible.
Our work addresses key challenges where 26% of residents lack basic digital skills and 17.4% have never used the internet (Rochdale’s Digital Experience Strategy 2021 – 2024). We endeavour to make digital learning approachable and effective through targeted training, personalised support, and community engagement. We aim to make digital inclusion sustainable and impactful, ensuring that everyone—particularly those from disadvantaged backgrounds—has the opportunity to build essential skills, overcome barriers, and participate fully in today’s digital world.
Digital exclusion deepens existing social divides — those already disadvantaged are more likely to be left behind, creating a cycle that is hard to break. With services and resources, such as banking, NHS appointments, job applications, housing services and benefits being increasingly online, there is a danger of people being left behind.
